Hong Kong launches Project SAGE: how should financial AI agents prove authority?
-
Announced November 2, 2026: The Hong Kong Monetary Authority launched Project SAGE, short for Securing Agentic Finance with Governance and Enablement, and formed an expert group to explore how AI agents might operate in financial services.
Its four workstreams cover practical applications, agent identity and delegated authority, interoperability, and legal and regulatory questions. Examples under exploration include consumer payments, business procurement and machine-to-machine transactions. The regulator explicitly identifies Know Your Agent (KYA) as an identity concept worth examining.
This is a governance and development initiative, not a claim that AI agents can already move customers' money under a finalized autonomous-payment rulebook. Banks would still need reliable authentication, clear permission limits, audit records, intervention methods and ways to handle disputed or fraudulent actions.
For consumers, there is an important distinction between an assistant recommending a transaction and a system authorized to execute it.
Discussion: What should a bank require before accepting a payment initiated by an AI agent: verified identity, spending limits, human confirmation, or all three?
