Announced November 3, 2026: France's Bull and Germany's Schwarz Digits signed a memorandum of understanding, not a completed production rollout, to develop AI computing services under European jurisdiction. The proposed stack combines Bull's server-manufacturing and high-performance-computing expertise with Schwarz Digits' STACKIT cloud platform.

The partners intend to bring BullSequana AI software to the STACKIT Marketplace and explore jointly designed servers using Open Compute Project standards. They also discuss possible SAP integration and larger computing projects. The companies did not disclose financial terms or establish a date when every proposed capability will be generally available.

For organizations handling sensitive information, operating infrastructure within Europe can help address jurisdiction and data-control requirements, but geography alone does not prove technical security, independence from every supplier, or regulatory compliance. Buyers should assess contractual responsibilities, encryption, access logging, resilience and actual supported services before treating a proposed partnership as a deployed solution.

Discussion: Which evidence would convince your organization that a 'sovereign AI cloud' offers meaningful operational control rather than just a geographic label?

Sources: Bull and Schwarz Digits announcement, November 3; Reuters, November 3.
